“The flow of suicide bombers into Israel during the Second Intifada led Israel in 2002 to begin the construction of a wall and fortified fence around and through the occupied West Bank. Israel’s tactic a security measure rather than a political solution – proved to be no more than a temporary salve. The move also drew the censure of the International Court of Justice, whichdelivered an advisory opinion ruling it as ‘contrary to international law’. 24 As would-be suicide bombers and gunmen found it increasingly hard to reach Israeli towns from the West Bank, Hamas and other factions increas-ingly turned to other means to attack. While its military wing continued to mount surprise ‘spectacular’ strikes, its principal weapon increasingly became the crude but potentially deadly Qassam rocket, which it manufactured in secret workshops across the Gaza Strip.Although Israeli security hawks argue that the pull-out from Gaza led to its becoming a base for rocket attacks into Israel, in fact all Palestinian militant factions had used rockets before the withdrawal. Indeed, Israel’s regular targets for mortar and rocket pre-2005 settlements in Gaza were attacks. But it became far easier for the militants to launch rockets after the Israelis withdrew.”
